203-208. Nuovo Testo unico sui redditi: detrazioni per interventi in edilizia Le detrazioni edilizie confluiscono nell'art. 17, che sostituisce l'art. 16-bis del d.p.r. n. 917/1986, il vecchio TUIR, abrogato per intero dal 2027, e negli artt. 371-373, dedicati a sismabonus, ecobonus e bonus casa potenziato. TOGNAZZI GUIDES | Tax Developments Affecting Italian Property: Debt Settlement, EV Charging Bonus and the New Income Tax Code. Why tax developments matter when dealing with property in Italy. Between summer and early autumn 2026, a number of tax measures were introduced or clarified that concern anyone who owns, buys, sells or leases property in Italy: the Rottamazione-quinquies, a settlement scheme for certain debts entrusted to the national collection agency; the home EV charging bonus; and the new Consolidated Income Tax Code, which takes effect on 1 January 2027. These may seem distant from property transactions in the narrow sense, but they can have a practical impact on decisions concerning a property: from running costs and rental taxation to renovation works and the related tax incentives. A property decision, after all, is not simply about buying or selling a property. It can involve taxation, building works, letting, running costs and other aspects that are worth considering before making a decision. For this reason, Agenzia Immobiliare Tognazzi also follows regulatory and tax developments affecting the property sector, drawing on up-to-date information and professional relationships. The agency's role is not to replace an accountant or tax adviser, but to help clients identify the issues that may require closer analysis and connect them with the appropriate professional expertise. Recent Italian property tax developments The following is a summary of the main topics covered by Confedilizia in issue no. 16 of Fisco e immobili, published on 2 October 2026. LOCAL TAXES Rottamazione-quinquies: list of participating authorities now online The national collection agency (Agenzia delle entrate-Riscossione) has published the list of about 1,500 regional and local authorities that have joined the scheme for amounts entrusted to the agency, such as IMU (municipal property tax), TARI (waste tax), vehicle tax and traffic fines. To take part, each authority had to adopt and submit a specific measure by 31 July 2026. The scheme covers tax and non-tax debts entrusted between 1 January 2000 and 31 December 2023, excluding those arising from Court of Auditors judgments. It does not cover local taxes collected directly by the authorities or through private concessionaires, for which authorities may introduce their own settlement schemes. Applications may be submitted between 16 October and 15 December 2026, through online procedures to be published by 15 October. The agency will notify the amounts due by 28 February 2027. Payment may be made in a single instalment by 31 March 2027 or in up to 54 equal bimonthly instalments. Decree-Law No. 38/2026; Decree-Law No. 63/2026, converted by Law No. 113/2026. TAX INCENTIVES Home EV charging bonus The Prime Ministerial Decree of 10 June 2026, known as "Automotive", grants until 31 March 2030 a contribution of 80% of the cost of purchasing and installing EV charging infrastructure: up to €1,500 per individual, and up to €8,000 for installations in the common parts of condominiums. For installations completed between 26 June and 31 December 2026, applications may be submitted on the Invitalia platform from 12:00 on 22 September 2026 until 12:00 on 31 January 2027, until funds are exhausted. Applicants need SPID digital identity, the electronic ID card (CIE) or the national services card (CNS), together with an active certified email address (PEC). Prime Ministerial Decree of 10 June 2026; Directorial Decree of 11 September 2026. New Income Tax Code: flat-rate tax on residential rental income (cedolare secca) Legislative Decree No. 117 of 19 June 2026, in force since 4 July, becomes operative on 1 January 2027. The rules on the optional flat-rate substitute tax on rental income from residential property, available to individuals, and on short-term rentals are reorganised in Articles 203 to 208, without substantive changes to the regime. From 2027, the current provisions will be repealed and the new references will have to be used. Legislative Decree No. 117 of 19 June 2026, Articles 203-208. New Income Tax Code: tax deductions for building work Building-related deductions are now set out in Article 17, which replaces Article 16-bis of Presidential Decree No. 917/1986 (the former income tax code, repealed in full from 2027), and in Articles 371-373, covering the seismic bonus, the energy-efficiency bonus and the enhanced home renovation bonus. The rule on the furniture bonus, which expires in 2026, has neither been repealed nor reproduced in the new code: it remains in the original 2013 decree-law, which any extension could therefore affect. Until 31 December 2026, the current provisions remain in force. With the 75% tax bonus for the removal of architectural barriers having expired, the general home renovation bonus now applies. Incentives for building automation remain, while the replacement of heating systems with stand-alone fossil-fuel boilers continues to be excluded from the energy-efficiency bonus. Legislative Decree No. 117 of 19 June 2026, Articles 17 and 371-373. Information, professional networks and organisation Deadlines, tax incentives and changes in the regulatory framework can influence the decisions of anyone buying a property to renovate, letting it or using it for short-term rentals, or managing a property with outstanding amounts owed to the collection agent. For an estate agency, understanding the market therefore also means maintaining access to up-to-date information, specialist expertise, qualified professionals and established professional relationships capable of supporting clients when a situation requires a deeper level of analysis. The collaboration between L'immobiliare.com and Confedilizia enables agencies within the network to cooperate with Confedilizia's local offices. For Agenzia Immobiliare Tognazzi, this is one of the resources that comes with belonging to a wider organisation. A network of this kind does not replace the agency's own expertise; it complements it with information, professional relationships and external expertise. The value, therefore, lies not simply in having access to an additional source of information, but in being able to connect a client with the professional best suited to the situation when a matter goes beyond the scope of property intermediation. The assessment of an individual tax position remains a matter for accountants and qualified tax advisers. The role of Agenzia Immobiliare Tognazzi is different: to understand the issues, identify the client's needs, provide useful information and help the client ask the right questions to the right professional at the right time. It is also through this type of professional relationship that an estate agency can develop beyond the individual transaction. The objective is to build an organisation capable of providing an increasingly complete, well-informed and structured service to those who entrust Agenzia Immobiliare Tognazzi with a property decision.
